Unlike democratic countries such as US, UK and Japan, Pakistan has Feudalism. 80% of the Pakistani population lives in rural areas and work in agriculture. These 80% are low in education compared to their fellow urban citizens and on top of that they have bunch of feudals ruling over them since last 60 years.
